Our Mission: Quality Eye Care For All

On behalf of the Board of Directors and Staff of Advanced Center for Eyecare, I want to personally thank you for your interest in our organization. The Advanced Center for Eyecare (ACE) is a 501(c)3 non-profit medical eye care clinic that provides high-quality medical and surgical eye care to uninsured and underinsured children, adults and seniors in Kern County. We provide low-cost vision services in the following areas:

The Advanced Center for Eyecare’s eye doctors, four five optometrists and two ophthalmologists, provide routine eye exams, eye disease management and testing, surgical care, and low vision evaluation to underserved individuals and families in our community. And through our in-house Optical Department, we are able to fill prescriptions for eyeglasses while offering a large selection of eyewear.

Our mission is to make high-quality eye care available to everybody, regardless of their ability to pay. To that end, in addition to accepting most private PPO insurance plans, we are proud to accept most public health plans such as Kern Family Healthcare, Medi-Cal, Medicare and Covered California. And for those without insurance, ACE offers an income-based sliding scale program and donation-supported grant program.

ACE is the only specialized eye care non-profit organization in Kern County and with the support of our community, we are committed to reducing the number of people who are living in darkness. Thank you again for your interest in ACE, and we hope to count you as a patient or supporter.

  • Daniel Chang, M.D.

    Daniel H. Chang, M.D.

    Cataract and Refractive Surgeon, Corneal Specialist

    Dr. Chang received his medical and ophthalmology training from two of the most prestigious programs in the Southeast: Duke University, where he performed groundbreaking laser vision correction research; and Emory University, where he earned the title of Chief Resident in Ophthalmology.

  • Ophthalmologist Andrew A. Kao, M.D.

    Andrew A. Kao, M.D.


    Dr. Andrew Kao received his medical degree from UC San Francisco, after which he completed a fellowship in ocular pathology at the top eye hospital in the country, the Bascom Palmer Eye Institute. Dr. Kao completed his residency at the longest running eye hospital in the US, the New York Eye and Ear Infirmary in Manhattan, New York.

  • Optometrist Mark Cheung, OD

    Mark M. Cheung, O.D.

    Chief of Optometry

    Mark M. Cheung, O.D., Chief of Optometry, has been with the Advanced Center for Eyecare since August of 2012. Dr. Cheung completed a primary care residency at the West Los Angeles Veterans Affairs Hospital, where he honed his skills in treating glaucoma, contact lens fittings, and post-surgical care.

    Kevin Wang, O.D.


    Dr. Kevin Wang grew up in Torrance, California. He graduated from University of California San Diego, with a major in biochemistry. Dr. Wang’s passion for helping people led him to pursue a Doctorate of Optometry at the University of California Berkley.

    Virginie Dang, O.D.


    Virginie F. Dang, O.D. is a graduate of Southern California College of Optometry. She has always been enthusiastic about working with individuals of all ages, especially with children. In addition, she is passionate about working with the doctors at ACE to diagnose, manage and treat ocular disease.

  • Optometrist Jolly Mamauag-Camat

    Jolly Mamauag-Camat, O.D.


    Jolly Mamauag-Camat was born and raised in Delano, California. She earned a Bachelor of Science Degree in Biology at Cal Poly San Luis Obispo, where she developed a great enthusiasm for medicine, prompting her to pursue a Doctorate in Optometry at Western University of Health Sciences.

School-Based Vision Centers

According to the American Optometric Association (AOA), 25% of school-aged children have some type of vision problem. With 80% of what children learn in school being presented visually, kids with uncorrected vision problems can quickly find themselves falling behind academically. This is why the Advanced Center for Eyecare has partnered with OneSight to offer free comprehensive eye exams and glasses at the School-Based Wellness Centers of the Bakersfield City School District (BCSD). By making high-quality eye care accessible and affordable to the roughly 30,000 students of the BCSD, ACE hopes to give local kids with vision problems a chance to be on even footing with their classmates.

  • Kind and friendly staff … Very respectful … Explained every step and how the procedure is going to happened. Took my 6 year old daughter and she was scared and nervous because it was her first time at an eye doctor and Ramiro calmed her down and was patient with her to do all the test and took her fear away just by being kind and courteous so thank you Ramiro. All rooms are very clean. Everytime they used their machines to do test they sterilized it well in front of us.

  • I hadn’t had my eyes checked in a while, so I made an appointment with ACE. They were able to see me within a week, which was amazing ‘cause many other eye doctors in town have a 3-4 week wait for new patients. Their office is super clean and their staff was all very friendly and helpful. I think I barely waited 15 minutes before they brought me in to see the doctor. Dr. Cheung was fantastic and it only took him a few minutes to figure out that I have a slight astigmatism in one eye. He wrote me a prescription for glasses and I was able to fill right there at ACE where they have a pretty decent selection of affordable frames. I was so happy with the experience that I made appointments for my kids, since they haven’t seen an actual eye doctor ever… better safe than sorry!

  • I brought in my at the time 6 Month old son for his first eye exam. Due to him being born premature his pediatrician suggested he should get a eye exam. Dr. Ng was wonderful! She made sure her focus was on my son at all times. And to get him to sit still they had his favorite movie playing for him which so happens to be the Bee movie. Thank you Cynthia for playing his favorite movie. Overall my sons first experience was great! I would recommend anyone and everyone to schedule their eye exams at ACE!

  • After calling 6 different offices to be told there is a 6 month wait I called A.C.E and they were able to get my son in within a week because he had broken his glasses and he couldn’t go that long without them. All the girls in the office were exceptionally nice and the Dr was amazing! We only waited maybe 15 minutes before getting called back.

Can ACE help me even if I don't have insurance?

Yes, ACE’s mission is to make eye care affordable and accessible to all. If you do not have insurance, we offer an income-based sliding scale program to help you pay for the care you need. ACE also offers need-based grants that our patients can apply for.

Do I need a physician referral to see an ACE eye doctor?

No, patients do not need a physician referral to see one of ACE’s eye doctors. You can simply call us and make an appointment anytime.

Can ACE fill my prescription for eyeglasses from another optometrist?

Yes, even if you are not one of our patients, our optical department is always happy to show you our large selection of frames and fill your prescription.
