Meet Our Eye Doctors

Daniel H. Chang, M.D.

Daniel H. Chang, M.D. is a board certified ophthalmologist who came to Bakersfield to join his brother, Dr. Joe Chang. Dr. Daniel Chang graduated with honors from the California Institute of Technology. He then received his medical and ophthalmology training from two of the most prestigious programs in the Southeast: Duke University, where he performed groundbreaking laser vision correction research; and Emory University, where he earned the title of Chief Resident in Ophthalmology. Dr. Chang so distinguished himself at these two programs that he became the only surgeon in the country invited to the most prestigious cornea and refractive surgery fellowship at Minnesota Eye Consultants. Dr. Chang has authored numerous articles and publications on refractive surgery and advanced intraocular lenses. He regularly lectures at eye meetings from the local through the international level; and he trains and advises other surgeons and physicians on laser vision correction. He has performed thousands of successful LASIK, PRK, cataract, and corneal transplant procedures. Dr. Chang practiced as a refractive surgeon and corneal specialist in Phoenix, AZ for two years before responding to his brother’s invitation to relocate to Bakersfield and bring world-class refractive surgery to our town. Dr. Chang and his wife, Lisa, have 5-year old and 2-year old daughters, Sarah and Abigail. Dr. Chang enjoys spending time with his family, traveling, watching Duke Basketball, and playing with the latest electronic gadget from Apple, Inc.

Mark M. Cheung, O.D.

Mark M. Cheung, O.D. was born in Fontana, California. He graduated with a B.A. from the University of California, Berkeley and participated in contact lens clinical research shortly thereafter. HIs interest in vision led to a doctorate in Optometry, also at UC Berkeley. Subsequently, Dr. Cheung completed a primary care residency at the West Los Angeles Veterans Affairs Hospital where he honed his skill in treating glaucoma, contact lens fittings, and post surgical care. Dr. Cheung plans to pursue a fellowship with the American Academy of Optometry in order to keep up with the rapidly changing eye care field.

Dr. Cheung speaks optometric spanish to a competent degree and enjoys seeing patients from all walks of life.

He and his wife, who is also an optometrist, are committed to high quality eye care. They both enjoy watching Cal football, traveling, eating new foods, and collecting passport stamps from all of the National Parks.

Andrew A. Kao, M.D.

Andrew A. Kao, MD is a board-certified ophthalmologist who returns to his native Bakersfield to practice ophthalmology at Empire Eye and Laser Center. He was valedictorian from Stockdale High in 2001 and went on to graduate with honors from UC Berkeley. He received his medical degree from UC San Francisco. He next completed a fellowship in ocular pathology at the top eye hospital in the country, the Bascom Palmer Eye Institute.

Dr. Kao completed his residency at the longest running eye hospital in the US, the New York Eye and Ear Infirmary, in Manhattan, NY, and was recognized as the top resident in his class. He then undertook a year-long fellowship in ocular oncology at UC San Francisco, where he learned to care for ocular surface and intraocular tumors, in addition to teaching cataract surgery to residents. He is excited to join the team at Empire Eye and Laser and the Advanced Center for Eyecare and provide the most advanced ophthalmologic treatment to his hometown.

Outside of work, Dr. Kao enjoys traveling, reading, watching Giants baseball and Cal football, and spending time with his family and friends.

Eileen Y. Ng, O.D.

Dr. Eileen Ng grew up in Orange County before attending the University of California, Berkeley. She received her Bachelor degree in Integrative Biology and decided to continue her graduate education there, obtaining her Doctor of Optometry degree. During her optometric training, Dr. Ng worked in various practice settings, ranging from the Veterans Affairs hospital in Reno, NV to a non-profit health center in Atwater, CA.

Afterwards, Dr. Ng completed her residency at the West Los Angeles Veterans Affairs Hospital, focusing on geriatrics and primary care optometry. Following her residency, Dr. Ng published her first paper, titled “Orbital Metastasis”, in the journal, Optometry.

Dr. Ng initially practiced in Compton, CA for several years before recently moving to Bakersfield with her husband, who is also an optometrist. She is a member of the American Optometric Association and Kern County Optometric Society. In her free time, Dr. Ng enjoys hiking, reading and improving her cooking skills. She looks forward to providing the best eyecare possible to all patients at the Advanced Center for Eyecare.
