About Advanced Center for Eyecare
The founders, brothers Joseph H. Chang, M.D. and Daniel H. Chang, M.D., of Empire Eye and Laser Center have been serving the Kern County community for close to 15 years. The two doctors became frustrated by the large amount of patients that were being turned away by private practice physicians, and, as a result, established Advanced Center for Eyecare to provide affordable, high quality eye care to the uninsured and underinsured population in Kern County through a range of medical, surgical, testing, and educational services.
